It cost me $2.50 to fix it. Turns out the thermal switch on the motor is what wouldn't allow it to winch in. Dodge says the winch motor needs replaced in order to fix it and I've heard a few figures from $300.00 to $1100.00. One of the guys at 4wheelparts talked with Warn about it. Warn said the best fix is to bypass the thermal switch. I bought a connector at NAPA and did a little soldering and its good now. EASY! It took more time getting the cable in than to fix it.
